The following document outlines RCR’s Strategic Plan for the next three years.

This document outlines RCR’s Strategic Plan for the next three years. The RCR Board and Executive Director will check the progress of this plan at regular intervals. RCR intends to analyze strategic outcomes once per year. In addition to this broad overview, RCR has a more detailed work plan for each section of the strategic plan (in addition to ‘internal’ sections that cover Fundraising, Marketing and Board & Staff Development).

MISSION: Routt County Riders advocates to implement positive change for all types of cyclists in Northwest Colorado.

VISION: We envision a community where every resident has access to a bicycle; trails and roads are built and maintained for every level and discipline of rider; and cyclists, pedestrians and motorists safely enjoy our beautiful Yampa Valley for transportation and recreation.

RCR PRIORITIES

BIKING INFRASTRUCTURE

Goals

  • Create, and maintain trails year-round to encourage cycling in Routt County.
  • Increase connectivity and safety for road, gravel, mountain biking and commuting by bike.

Strategies

  • Identify opportunity gaps in trails and commuter infrastructure for decision-makers and stakeholders. 
  • Build and maintain a diverse network of trails through volunteer programs and local partnerships.
  • Assist local land management agencies in maintaining and enhancing area trails and resources for the community.
  • Promote all-season cycling by facilitating winter riding opportunities.
  • Improve rural road riding experience and private landowner relationships.

BIKING ACCESS

Goals

  • Remove or reduce cost barriers to cycling.
  • Provide bike maintenance education to community members in need.

Strategies

  • Expand and enhance the Bike Match program to connect more riders with bicycles.
  • Increase usage of the community bike shop.
  • Broaden the reach of maintenance education to equip more cyclists with essential repair skills.
  • Partner with organizations to increase accessibility to both recreational and competitive cycling.

ADVOCACY/ADVISORY

Goals

  • Collaborate with decision-makers and community groups to increase the infrastructure and connectivity needed  to support mountain, gravel, road cycling and bike commuting.

Strategies

  • Collect and analyze existing and new data to interpret community needs and desires for all forms of cycling.
  • Track and participate on local and statewide committees and boards that have an impact on cycling.
  • Count and interpret data on recreational usage of area trails through continued partnership with the City of Steamboat Springs.
  • Organize a more impactful, positive voice for local cyclists.

EVENTS

Goals

  • Support and manage events that create a sense of community.

Strategies

  • Leverage existing group rides and create new social rides to engage local cyclists.
  • Continue to support mountain, road, and gravel race events.
  • Host social events (films, membership drives, etc) to increase membership and camaraderie.

EDUCATION AND COMMUNITY ENGAGEMENT

Goals

  • Provide education to make cycling safer and supported by the community.
  • Create opportunities for the local community to enhance cycling resources.

Strategies

  • Continue and expand school safety programs.  
  • Create communications through social, online and print media that disseminate safer cycling behaviors.
  • Promote education and resources to enhance safety, avoid incidents between drivers and cyclists, and foster safer sharing of rural roads.
  • Encourage positivity amongst trail users.
  • Improve recognition programs for volunteers and supporters.
